He has a bumbo seat which is awesome but I wondered if there is any device to help him keep his head up. He must get a terrible cramp in his neck.

a neck brace may be suitable.

Hippo Therapy will help his neck strength balance and tone so he can hold his own head.

Your comment about not being able to hold his head up made me think of the hydrocephalus.
