i am trying to find out who owns a vehicle but all i have is the license plate number is there a way i can get that information for free?

NO! That information is strictly confidential and very sensitive. Many cops won't do their friends favors and look the information up, because that information as well, can be tracked.

No, unless you know a cop or someone at DMV who will do you a favor.
One exception might be if a crime is involved or if the car is on your property, but here too you have to go through the police.

You need either a friend that is a cop or works for the states DMV
