According to Research I Did, the Answer is Yes :

Dying Hair May Increase Cancer Risk, Jan. 28, 2004, (KSL News) --
A new study shows some hair dye may increase your risk of cancer.
Scientists at Yale University say women who regularly dye their hair for at least 25 years may face a higher risk of developing non-hodgkin's lymphoma. Researchers found women who began dying their hair before 1980 had a 40 percent increased chance of developing cancer. Women who used permanent, darker dyes had the highest risk. Women using non-permanent, lighter dyes had no risk.

I even dyed my hair during each of my six pregnancies (this was before "they" knew anything was wrong with doing so) - all of the children are now healthy and grown, and I never had a problem.

If your mom has this concern, why not try a temporary hair color or rinse (they wash out after a certain number of shampoos). For that matter, you could spray colors on your hair.

no it will not give you skin cancer!! but be sure to test it first by doing what we call the [patch] test. put a little bit on your arm and let sit about [5] minutes and see if you are allergic to it. then go ahead and dye your hair. and it doesnt matter about what color you apply . all of the will tell you do do a [patch] test.

You wouldn't want to dye your hair if you had any sores on your scalp; however, you can dye it once in a while but I wouldn't do it a lot. Also, make sure you are not allergic to the dye before you do it.
