Phallicism, in anthropology and comparative religion, the worship of the generative power as expressed by the adoration of the phallus, or male organ of procreation. It is a characteristic element of many religions. In ancient times it was practiced by the early Semites and Greeks, among many other peoples, and became an important part of the rites attending the worship of the Greek god Dionysus. Phallicism and its counterpart, the adoration of symbols of female fertility (as typified in the worship of the ancient goddess Cybele, a deification of the female generative or mother principle), are both manifestations of nature worship. In present-day India a female symbol, the yoni, and a phallic symbol, the linga, are employed in the worship of the Hindu god Shiva.

Historically lots of them....I'm pretty sure there aren't any Baal worshippers anymore though.
Many religions have historically had sex as some kind of sacrament.
Lots of cults do these days, Church of Christ, Jim Jones did, David Koresh did, the Moonies, the break away versions of Mormons.
A lot of cults use sex to get people to join, then once they are indoctrinated, they find out that only the Grand Exalted Pubah gets to have sex with the hotties.....

And in spite of what Faizan say...there are lots of people who would stoop that low. I mentioned a couple above.

Some Gardnerian-like Wiccan rituals may involve sex but I wouldn't necessarily say that they are based on physical sex. However, polarity is very important.

Tantra is another, but I really don't know enough about it to say much more than that.

Tantric Buddhism embraces sexuality as a means of achieving higher mental and spiritual states. While some forms of Buddhism eschew the physical, Tantra basically says that you're in the world, acknowledge that and then move on.
