I have asked people in my other quesitons (still open) for advice on school uniforms and handcuffs to surprise my boyfriend on his birthday. I want to know if this is good. My uniform will consist of these things: (please click on the links to see my three uniform items).

I will wear these, hide in his closet, and handcuff my hands behind my back. When he comes I'll surprise him. I used someone's idea and will have a necklace around me with a key on it (and for safety I'll hide a key for me wear I tuck my shirt in. He can keep my cuffed, let me go, or cuff both of us together. Then I will take him to a movie and dinner.

I remember answering your previous question regarding this. The idea of having a safety key is a good idea, although I do think that you should keep that secret unless a true emergency happens. (You do want him to have total control, I presume.)
The items that you selected look perfectly in keeping with what a school uniform looks like. It looks like you are off to a great start.
Some others have voiced concern over whether or not your boyfriend would appreciate this gesture. Truthfully, only you can really gauge how he might react. However, since it is you that will be in the compromised position, I doubt that it would be any harm. The worse that I can foresee is that he would simply release you, but then that is one of your possibilities.
I will add that I would appreciate it and would already have my own ideas about what to do with you. ;-) Hopefully he will too.

It would be a good idea if you know that's what he wants... and you are 100% comfortable with it too. Otherwise, some guys aren't into that. Just because it's "common sense" that all guys want to live their fantasies... it's simply not true. Some don't fantasize about things like that, and still others never want to act out their fantasies.
