Walking to heel is a term used in training dogs. When the dog is well trained, it walks to heel -- that is, it walks beside the trainer and doesn't run off on its own. Used in connection with people, it would likely mean that someone is putting themselves into a situation where they will not be able to use their own initiative and imagination, but will be forced to do only what they are told.
Out of good still to find a means of evil sounds like something out of Shakespeare, but what it means in today's world is that no matter how good something is, some people will find a way to use it for their own ends, even if that defeats the original purpose.
For example, when international food aid first began, it seemed like such a great idea, to feed the world's hungry from the surplus held by more fortunate people. But it quickly deteriorated to the situation today, where in some countries Red Cross and other relief supplies are being stolen by unscrupulous persons and sold to those in need.
It was such a noble and honest impulse, to help others, but some scheming people turned it into a get-rich-scheme for themselves and those who most needed help were robbed, yet again.

We don't talk that way anymore and there is so many better versions out there that we can understand.
That was written 200 years ago by a man who wasn't even a christian. It is not holy, it is that this was the only verson we had for a long time. Use a newer one.

fist one means you will walk for a long time. hence untill you ware your feet to their heel. and the second meens something about in all good things theres a downfall. which goes visa versa if i might add.
