Various reasons.
1) A lot of parents probably feel that their idea/level of etiquette is sufficient for their children to follow. That is, they don't need to send their kids to some hoity-toity, fancy-pants etiquette class when they can get all they need to know about etiquette at home. Sometimes parents are right; other times they're not.
2) Faced with the decision of how to spend (oh, let's say) $40 per week, many familes cannot afford an etiquette class with no apparent benefit. They'd rather spend the money on food or clothing or entertainment. Also, an etiquette class doesn't look as good on a college resume as say, chess club or soccer or the drama club.
3) There is no standard of etiquette. And/or there is no interest in etiquette. For example, I don't care if my kid knows the difference between a salad fork and an entree fork.
4) Etiquette is not behavior. Plenty of people who practice "good etiquette" are pompous SOBs or brats. They may learn the in's and out's of how to invite people to a party, but they may display disagreeable behavior when the guests arrive. Or they may learn the etiquette and not pay it any attention.
5) Finally, for a lot of people, etiquette equals upper class. And there are lots of anti-elite attitudes in the U.S.
Those are just some possible reasons as to why etiquette classes are not an attractive option for many parents/kids these days. Good look exploring the issue and dealing with annoying kids (and in some cases, even more annoying parents).

Because they are to lazy to teach them themselves besides most don't know how and don't care. That is why we have so many kids who are disrespectful to adults and each other now a days! These people litteralty let their kids raise themselves, then get mad because they are in trouble with the law. Kids raising kids is what it boils down to.

Why don't more parents act as parents and teach their kids manners and respect? You don't need to go to finishing school to know what is rude and what isn't...this is not a great mystery.

Because half the parents went to those schools as kids and they don't want to do that to there own I guess. Or its just they don't have the time or want the time to bother to send them.
