Does he show signs of wanting to go? If he does then I would think he is ready. My friend's son didn't like to go in the potty but was ashamed to go in his diaper, though if he wore it that's what he did. So she took the diaper off him and allowed him to move naked around the house. He was more upset to mess the floor so he moved to the potty. Since then he is using the potty regularly.
All in all it depends on if your child is ready to go or not and forcing him too is definitely not good.

You may want to offer incentives or prizes for using the potty. Create a "potty chart" where he is able to mark off each time he uses the potty. After he gets a certain number of marks, he wins a prize.
Also, this may sound bizarre and weird and I'm not a parent, so I'm not sure it would even work. But, he may be scared of using the potty for some reason. If he is, you or your spouse may want to try using the bathroom at the same time he does. In other words, maybe encourage him to use his little potty while you guys are using the "big potty", just so that he can see that you guys do it too and there is nothing to be afraid of and he doesn't feel like everyone may be watching him and waiting for him to use it. Again, I apologize if that sounded disturbing *LOL*! It was just a thought that occurred to me. Good Luck!

Here it is- it has worked for my 2 kids, and others after I tell them........
1. get m and m's handy
2. get a small potty chair
3. get a couple books about potty
4. you need to be home for about 4-5 days straight
5. now you can start. let them run around bare-but
6. Set the timer for 1/2 hour. Tell him/her to sit on the potty for 5 min. (read them a book in the mean time if it's to long for them.) If they go, give lots and lots of praise!!! I mean go crazy!! Give them about 3 m and m's.
7. Set the timer for 1/2 hour
8. Avoid asking the question "you got to go potty?'
9. Timer goes off- ok! What does that mean junior? Time to go potty again he or she would say, or you say it if they don't
10. repeat process all day long. If they go # 2 in the potty, reward with a handful of m and m's. They are very colorful and kids love them!!
11. Praise praise praise. I do spank my kids for behavior problems such as lying, disobedience, and bad attitudes, but never for having an accident. If there is an accident, clean it up queitly, and don't say much at all. Remind them it's ok, but try to make it in the potty next time, or in your own words.
Good luck!!! Hope this helps you. My girl was potty-trained in one day with the method. Took my son a week. Leave pull-ups on them at night just in case.
p.s. if this doen't work at all, try again in a few months.

Every time you go to the bathroom make him sit on the potty chair. If Dad or another male figure is present this could help if they take him too, because then he can learn like a big boy. Cause mom can only teach him so much.

My son wasn't potty trained until he was almost 4. We told him that he couldn't go to pre-school until he was potty trained. He wanted to go so bad that he made it happen. Now, I wish we had waited, I get tired of cleaning pee off the potty. Do you think he is getting me back?

Just keep trying to encourage him to go on the potty, even if it mean physically putting him on it every hour or so. That's what I had to do with my son.

If your son is old enough to stand at the toilet then try putting cheerios in the bowl and tell him to shoot them if a man is handy showing him might help they love to see of they can make the cheerios sink or if they can hit them it also helps with the aiming issue that you will experience when they get a little older

Offer a treat. For example, for every successful attempt he gets five M&M. If he makes an attempt, but is not successful he gets one M&M. Kids love treats
