Dogs DO understand the signs of a displeased leader, but if you (the leader) are not consistently clear about which behaviors are acceptable and which are not, they will be confused as to WHY you are displeased.
Since your dog seems to know that garbage diving displeases you yet does it anyway, it sounds like she doesn't see you as a serious leader. She may show lots of affection towards you and avoid you when you scold, but that is not the same as showing respect.
Because your question is about keeping your dog out of the garbage, the short-term solution is to do as others here have suggested and secure your garbage container or avoid throwing food into it. The long-term solution, though, is to become a stronger more consistent leader to your dog. But what that entails demands its own question.

Easier to train the human than the dog.
Do not put food into the garbage until you are taking it out for collection. Invest in a plastic garbage can with a lid that snaps tight.
When you have food that needs to be thrown out, put it in a plastic bag of some kind and freeze it. Make sure to label it trash. When it is time to take the trash out for collection, get the frozen food and then put it in the trash. Find a way to remind yourself to get the "trash food" out of the freezer on trash day.
Training a dog should never involve punishment. They do not really understand this. Positive reinforcement, love and affection work best. It is almost impossible to train a dog not to follow its most basic instinct--eating. Dogs can be trained not to eat until told to do so, but it is probably easier for humans to train themselves not to tempt the dog.

Be smarter than the dog and get a better garbage can!!!!! Maybe one that goes under the sink!!!!!!
At least maybe you figured out that shoving the nose in it doesn't work!!!!!!!! Why would you shove the dogs nose into something you are trying to keep them OUT of??????

Don't you dare shove the dog's nose into anything else anymore. That's just stupid and it doesn't work, and it just shows how much of a bad owner you are. Why don't you try placing the trash can where she won't be accessible to it. Whatever you do, DON'T TIE HER UP. Life on a chain is no life at all.

I would put those things you can buy to keep little kids from getting to the garbage, I guess that is if you keep your garbage under the sink, if its out then maybe but it up where she cant reach it, but she is big enough to get on the counters, hmm, I dont know.

get a can with a lid. put it in a broom closet, tie up the bag, empty a lot, i always put yummy scraps like chicken bones etc in plastic grocery bags first to hide the smell before i toss into the main can. also, maybe a kitchen supply store has taller cans. this is what i did. they are just under counter high. she would have to knock it down to reach it? good luck. i try not to tempt them by taking out yummy garbage its just nicer to set them up to win.i have 3 great Danes.

Keep her away from the trash. Gate the kitchen, or keep it outside, or... and this is what I did with my 10 year old lab who was still crazy for trash... put it up on a couple of crates so she can't reach it. Also, keep the lid on, the more they can smell it, the more fun it seems! Good luck.

several ways... buy a garbage can with a lid that locks in place ( so if it gets knocked over, she can't get in it) or place the garbage can on a high counter so she can't get at it, or start putting things in smaller plastic bags (like Publix or Walmart shopping bags) and throw them out outside every time you throw something away.
