this guy has been our neighbor since we bought our house 5 yrs ago. he's always been a bit "different", which has never been a problem as far we're concerned.
over the past year though, this guy (late 40ish) has undergone a bad transformation. slowly his yard/house is starting to look like a dump w/ used appliances, beat up cars, and the like scattered hither and yon. kind of a blight, but even that is like "whatever dude".
now then, this guy has taken to looking like skelator, the big black circles under his eyes, the wierd facial ticks, rambling conversations, working outside on his junk at 3 a.m., setting up a video cam. outside his house pointed at his front door. short story long... lmao!!! this guy has turned into a tweaker from hell, while maintaining his status as a sub-teacher.
I'd come unfreaking glued if i ever found out he was left in charge of one of my girls classes. what do y'all think i should do???

That sounds so scary. As a substitute teacher, he must have a full credential and other requirements such as clear criminal record, references from 5 different individuals, they must be in good health, free of tuberculosis etc. Unfortunately, I dont think they check the person's home.
Your concern is very valid and I feel you should report it to the School District (not the school) because as a substitute teacher they get assign to many different school sites within the district.
Most school district has a website, from that you can find names, telephone numbers and email address. You can decide whom you want to send it to, you can also decide if you want to call or write them or email them or go to the district office to air your concern.
I am a substitute teacher here in California and I am concern base on your posted question. Currently though I am here in Australia for a vacation with my family but you can email me the result of your actions.

Take pictures, and go to the central office human resources department. Show them the pictures, and epxress your concerns, especially as a parent with children in the system.

I say, report him to his principal, then if that doesn't work, take it to the school board. (I'm not sure what a "tweaker" is, but it doesn't sound good from what you are saying.
