The best, CHEAP wine I have found is Barefoot Merlot. Even if you don't like Merlot [which I typically do not like], you may find that you like this one. It's VERY good and SUPER cheap at around $6/bottle. They also make a Chardonnay and some other reds. I know many swear by Charles Shaw [aka Two Buck Chuck]. It can be found at Trader Joe's. For Shiraz, go with Yellowtail or JackaRoo [if you can find it]. Both are under $10.

There are many inexpensive whites -- mostly Chardonnays. You'd be hard pressed to find a Pinot Gris, Viognier or Vouvray under $10....maybe even $15. There are some decent Rieslings under the $10 mark -- like Relax. For a reasonable white [particularly Chardonnay], you can try Turning Leaf, Yellowtail, Barefoot, or Charles Shaw.

You can find some really good inexpenisive wines right in your local supermarket. Look for wines that are imported from Australia for shiraz (some call it syrah). The ozzies make an excellent shiraz that can sometimes be found for around $5 or so for a 750ml bottle. Look to wines imported from Chile or Argentina for your cabernets and merlots. Usually found for under $10. For your whites, look for New Zealand. The kiwis make excellent sauvignon blanc. You might also look at wines from Oregon, Washington and California but generally the imports are more flavorful for the price.

Depends on your definition of inexpensive.

Gallo produces some wonderful wines for less than $10. Try their "Redwood Creek" label or something from the "Gallo Family Reserve" line.

Available in grocery stores nationwide.

Coppola Rosso - good red wine, very thick, very flavorful, very tasty. about 9.99 where I live, always a big hit at parties. (Everybody asks me about it - I don't even know what a Rosso is particularly)
