Come on is this a trick question, Manny "the pacman" Pacquiao is the only boxer in the Phillipines isnt he. The only one worth mentioning anyway.
Now that you have added that piece i would say that Rey "Boom Boom" Bautista looks a great prospect and Viloria is pretty decent as well.

pancho villa would have become the best boxer in the philippines only he died way before he past his prime. navarette on the other hand and if i can mention luisito espinosa with respects to them, they were once a great boxers in their times but they shouldn't be in the mix of the best of the best boxers in the philippines because they lack the " to be looked upon" factor. i pity them for having an ugly finish in their careers. as far as im concerned "flash" elorde should still be regarded as the best filipino boxer of all time, atleast until we've seen the last of pacman. it is a given that manny pacquiao arguably is the best pound for pound boxer in the whole world today, elorde didn't come close to having that kind of distinction so it's safe to say that pacman is better than elorde, but like what i've said we should first see the last of pacman before we judge him as the best boxer fom the philippines. we should take account how he would finish his boxing career, will he end it like an espinosa or a navarette or will he also surpass the achievements of flash elorde in and out of the ring.
today, manny pacquiao is the best filipino boxer but in a few years it will be boom boom bautista. the only question is will he be better than pacman??? from the looks of it he's definitely right on track.
