Spray wd40 ove the regular paint.

to cover the graffiti, go to a paint store and ask for kiltz. this stuff is white and will cover any thing,on graffiti you may have to use 2 coats. after you have used it, then you can paint over it any color you wish...good for water stains in house, on ceiling after the repair is done. sometimes its wise to use a kiltz coat before changing wall color if the walls were really dark. you will use much less paint then.
