My mom made us scrape wallpaper when we were growing up. We took a sponge soaked in ammonia to help break up the glue, and just soaked the wallpaper with it, then scraped with a plastic bladed thing, dull knife, and fingernails to peel it off. Then we sanded it smooth to paint or apply more wallpaper over it.

Luckybeetle is right, both about the water and the mess. Keep the room closed so that the humidity stays high, and use lots of water; a Hudson sprayer works well.
Some people simply paint over wallpaper. I strongly recommend agains this: wallpaper is not a smooth enough surface to look good when painted, and when you discover this and want to remove the wallpaper and paint, then you REALLY have a mess.

Home Depot sales a product that you spray on. I can't remember the name of it, but it is blue and is sprayed on. Let it sit on the wallpaper for 10-15 minutes. The paper can then be lightly scraped off. It work great.

Pull the wall paper off the wall ...
add water to the wall and let it stand ...
then use a scrapper and the rest of the wallpaper should come out.

If you have a large amount to remove rent a steamer. If it is a small area go to the store and buy a clothes steamer and go for it. Steam and peel. Good Luck

Move. If that's not in the cards, get a steamer from the local rent-all, designed just for this job.

Spray it with water and scrape it. Sometimes if you are lucky the whole sheet will peel off at one time. It will be kinda messy though.

They make a roller with sharp pins, and steam.
Roll the paper, steam it until it's damp, then peel off.

make it wet puring water continuously. then u can pluck out everything easily.
