what is the meaning of the word "whither". I found in a newspaper caption as "whither democracy"

It means, "to where" or "to what place." Thus, "I know not whither I go" means, "I don't know where I'm going to."
So "Whither democracy" means, "Where is democracy [going] to?"
By contrast, "hither" means "to here, or "to this place." Thus, "Come hither" means, "Come over here."
Likewise, "whence" means "from where" or "from what place," and "hence" means "from here" or "from this place."
