Because they are trying to be "best friends" with their kids instead of being responsible parents.

Most parents I know prefer to monitor their children's alcohol consumption instead of having them sneaking out and drinking way too much. I live across the street from the local "booze sneaking" parking lot. Kids drink too much too fast there and then go tearing out at break-neck speeds in their cars for fear of discovery. In 10 years, we've had too many occassions where accidents involving serious injury have been the result. Kids should learn to drink with their parents, and 21 is much too late given the easy availabilty of alcohol.

That why a participant in this site brought up that you need a "Licence" for parenting. If the adult is a parent, then is a very sad case. If it is not, then is not so bad.

To get them drunk. A lot of normal people realize that 21 is an unrealistic age for anyone to wait till you can have a drink. Who didn't get drunk in highschool?
