My major was Home Ec in college, and had classes on etiquette. Break the noodles with your fork first-bite sized, and eat it over the plate, then lean back, elbows off the table- with the one hand, and the other hand is in your lap. If you want a bite of garlic bread next, eat it with your hands- always eat bread with your hands, and if it's a large piece of bread, tear it with both your hands, then slip the other hand under your table, and eat it - it is proper ettiquette.

If you are right handed, you twirl your pasta with your fork (right hand) onto a spoon in your left hand (opposite for left-handed people). Garlic bread can be picked up and eaten the way it is - or by pulling off pieces and eating them one at a time.
