It's a drink made by mixing white wine with a liquer called Creme De Cassis (blackcurrant liquer). They're easy to make, just pour a shot or so of cassis into a wine class and fill it up with white wine. If you use Champagne instead of white wine then it's called an Imperial Kir or a Kir Royale.

It is named after Canon Felix Kir who was mayor of Dijon and a hero of the resistance in WWII.
It is properely made of Aligote, the second white wine of Burgundy. Cassis is a blackcurrant licqueur.
Made with Champagne it becomes a Royal Kir
