Yes. The riders pull over to the side of the road and take a "nature break" or "natural break." They do this in areas with few or no spectators (they can be reprimanded or fined for being too indiscreet). And it is considered bad form for the peloton to attack when there are riders taking a nature break. Occasionally on the broadcast you'll get distant or back views with Phil Liggett explaining what is going on.

Yes they do definitely do urinate during the race, and it's not a restroom break as we know it. Most of the time it's while there on the bike while on a flat stage. If in the mountains it's generally off the bike on the side of the road. After drinking liters of fluid you don't have much choice. If you watch the tour, and they don't show it often because the cameras tend to stay away from those times, you will notice a rider stand straight up on his bike while another holds his saddle to steady the bike as he does his thing. Some pull down the waste band others use the leg holes. Admittedly strange, but when your racing you do what works and saves time.

they sweat most of it out, so they are really just drinking enough to replace the water that comes out of their bodies becasue they are exercising. Since the tour is such a trying and grueling race, they dont have much water left in their bladders after sweating it all out, so that is why you never see them go to the bathroom more often than usual.

They don't go to the bathroom during the race, because they sweat very much, so what they should dispose of in the bathroom evaporates during the race. This can cause dehydration, that's why they have to drink constantly during the stage.
