Do you have a written contract for the purchase? If so, take them to court. If not you might still be able to take them to court.

If no luck you can probably go to DMV and claim a lost title - they will most likely find it and get it from the person.

If you never saw the title or Reg, go to DMV and find out if the seller is the owner of the vehicle. If the seller is not the owner, go to the police and report the fraudulent act. I hope you have receipt with the seller's signature. Send a certified letter to the seller demanding title or a reason for the delay. If title is lost, do not leave up to them to do the paperwork, they can assign the new title to be sent directly to you. DMV will have the form for you to have them sign it. If all else fails and they have no reason to provide title, seek triple damages for fraud and they might want to change their position. Unless you are dealing with a bonded dealer, never pay for a vehicle without being provided title. I am in the business and I have seen this way too many times, and most of the time with someone they knew personally. Always separate business from personal. Good Luck

You need an attorney. And you also need a slap for handing over the money and not getting a title in return!

NEVER hand over money for a vehicle without getting the title on the spot! The only exception to this rule is if the seller still has a note on the vehicle and the title is being released by the bank or finance company. In that case, work directly with the lienholder to sort out the title and ensure that it is released to you, not the seller!

You can get a form at your local BMV or DMV and they have you write how many times you've complained to the seller. My mom recently had to deal with this.
