Well you could jump in your car and say wow she is hot. Or you could smile and say hello and say wow these gas prices are outrageous lol.

What you should do is make a funny comment to get the conversation started. Say something like, "Look at these prices. You don't even have to go to prison anymore to be raped." This is a very bold statement to say to a stranger. NEVER compliment a woman on her looks because she's probably heard that a million times from other guys. Instead, focus on getting to know her better. One other thing you can do is ask for her opinion on something. Women love to give their opinions and will usually always be responsive. Another piece of very important information is that when you two first make eye contact YOU hold the eye contact longer than her. This shows confidence and dominance. She will be submissive by looking away first. Also, eye contact shows her that you're not afraid to let her know you're checking her out. The biggest mistake guys make with eye contact is they're afraid to show it.
Some more important info is that while you talk to her speak in a very clear, slow, and resonate voice. Don't speak quickly and weak like you're all nervous. Control your body language, hands especially. Don't put them into your pockets and use slow, calculated hand gestures while you communicate with her.
After you two have sparked a little bit of a conversation you'll want to ask for her number. You should call her the next day so you're still fresh in her mind. When you make the initial call make sure it's not long winded and full of BSing. It's best to be short and sweet because you're just really calling to ask her out. If she doesn't answer you can leave a brief message saying who you are. Then wait another day and call her again. If she still doesn't answer say, "What happened? They key to getting women to call you back after your first call is to build comfort during your initial conversation. Don't be afraid to casually touch her on her elbow or somewhere else that's non sexual during conversation. Touching is very important because it shows you're not afraid of people and everyone responds very well to touch.
Oh, and for christ's sake...don't take her out for the night of her life on the first date. Take her out for a cup of coffee and let her be the one who impresses you. Be selfish and don't give away your power by trying to prove yourself using money. Show her that you alone are enough to impress her using your personality. Also, by being cheap as hell you show them that you're judging them and are selective. Most guys blow their paychecks and fail because they send the needy/desperate signal. Firstly, smile her back! Approach her, make her a compliment, eg. that she has an amazing smile and ask her if sometime she would like to take her out for lunch or coffee! BE YOURSELF! Trust me, women adore men with self confidence, but BE CAREFUL NOT TO BE TOO SELF CONFIDENT!!! She will regard you a jerk!!!
