He has a gf outside the U.S. and he was advised to cut all communication with his gf like phone calls, emails, etc. I don't know if the guy was just making up stories. Any idea?

I don't know if it is true or not, but the FBI is only supposed to be doing their jobs in the US.
I guess it makes sense that anyone in the intelligence/law enforcement community not put themselves in a position where they might be compromised.

It probably has to do with his security clearance. Anyone with high ones are advised against having romantic relationships with foreign nationals.
