Companies that arrange trips with hotel and flight and also excursions.

Inbound Tour operators:
They are turoperators that they make trips within the boundaries of a country

Outbound Tour Operators
They are turoperators that they make trips for the people of one country to another

I would think that inbound tour operators organize tours for foreign tourists who come to the country (they still have to work with partners in these foreign countries)

Outbound tour operators specialize in tours abroad for residents of the country these operators are in.

Inbound tour operators are those that package components of tourism together selling them as one package to tourists originating from different country coming to their own country and Outbound tour operators are those that package tourism components and sell as one component to tourists originating from their own country traveling abroad
