I think I've answered this question before. At least twice.
You start taking pictures. Join a camera club, take a class, read a book or more. Ask your self, "what kind of photographer do I want to be?" And head in that direction!

Buy a nice camera, something by Nikon, take some college courses, learn about composition, learn to work in a dark room, learn the techniques, and practice the hell out of it. I would then also enroll in a photoshop class.

Read everything you can about it, try doing the things you learn and don't get discouraged. Take notes of your settings so you can relate to them when your pictures come back. Take a lot of pictures in all kinds of conditions. Know your camera inside out. Be patient.
