That does sound like sleep apnea, which is caused by obstruction in the upper airway suring sleep. The soft tissues in the throat relax and cut off the breathing passages. The person wakes up enough to start breathing again, and can do this hundreds of times a night. It leads to daytime tiredness for one thing, which could be fatal if the person is driving. It can also lead eventually to heart and lung problems.
It can be very dangerous over the long term, but there is good treatment available for it. Treatments include a breathing machine that helps keep the airways open, and some simple surgeries. (Tonsillectomy is often part of that)
A visit to an ENT specialist should be in order. It can make a world of difference.
Good luck.

if you are asking about sleep apnea
WHAT ARE THE EFFECTS OF SLEEP APNEA?
Because of the serious disturbances in their normal sleep patterns, people with sleep apnea often feel very sleepy during the day and their concentration and daytime performance suffer. The consequences of sleep apnea range from annoying to life-threatening. They could include depression, irritability, sexual dysfunction, learning and memory difficulties, and falling asleep during the day. Although it is not known with certainty if there is a cause and effect relationship, it appears that sleep apnea contributes to high blood pressure. Risk for heart attack and stroke may also increase in those with sleep apnea.
