While you hate to take a persons independence away it must be done when they are no longer able to drive in a responsible manner. Really I think it would be a good idea for older people to have to take a driver's test every year. We had to take my Grandmothers keys once she just wasn't able to see well enough and her reflexes weren't quick enough anymore. Yes, it will make them mad, but better mad than dead from a wreck.
