As far as I am aware it is Russia, always has been.

The United States of America...when you consider that computers should fly the spacecraft and RUSSIA you consider that flight should take place on the basis of 'on-the spot' decisions by flight commander.

(You will be surprised to know---Even the US was surprised to see, during one of their official visit to Soviet cosmodromme, that the spacecraft modules which Russia was using for space flights were having mechanical controls...just a computer or two for some basic calculations, whereas the US spacecrafts are flown throughly by advanced computers. Even during a space flight one Russian Cosmonaut was using a compass manually to judge the direction of his flight so that he can fire mini rockets to stop drifting from the main orbital course!!!

the u.s. ....even though the u.s space budget is .8% of the national budget and everyone whines about all the money we're spending on nasa
