I would go out into group situations where there is low pressure or low expectations. (Like a picnic, or a project involving many people.)
If you already have one you want to meet, then find what interests her and invite her (and a few friends at first) to that interest.
Later, you can go solo and interest should increase (but don't get eager or pushy or clingy...not cool).
If it doesn't work out, then at least you had a good time and you can move on.

Don't ask. One time I was trying out for the cheerleading squad at West Jefferson High School, and my outfit was a little too big. I flipped right out of it and was naked, (except for my panties and shoes and socks), in front of the whole student body during an in-school football game. (You really don't want to know.) My top was showing-

You have to have something she wants. Girls like to be made feel their special; that's their big thing. But when they're young then they can make us jump through a lot of hoops. Don't worry about it too much untill they start to hear their body clocks ticking; then they go so nice. Yea, you'll enjoy that stage.

Be yourself! If you can't do that to get a girl or if a girl doesn't accept you for who you are, keep looking! Usually, when you are not looking for a girlfriend is when you get one. Be patient
