It means, I like you very much.
It's not really correct though, they've tried to emphasise the 'very' but repeating it twice. In order to emphasise the 'very' it would be better to say' tottemo' with a double 't' i.e.
Watashiwa anataga tottemo suki desu.

Watashi wa anata ga totemo totemo suki desu.
watashi means I.
anata means you.
totemo means very or very much.
suki means love or like.
As to desu, there is no English equivalent. Just formal form to add the end of sentence.
wa and ga is particles.
wa indicates that the phrase before it is a subject.
ga indicates that the phrase before it is an object.
"totemo totemo" just emphasizes totemo itself.
The meaning is,
I love you veeery much.

Something like this:
I love/like you, dear, very very much (that I am).
"suki" does not completely mean love. It is usually used between teenagers and young adults (i.e. boyfriend/girlfriend love). "I love you" for a married couple, between a parent or child, or for a very deep love and admiration, would be "Aishiteru." If you just want to say "I love you", "Daisuki" is sufficient.
"Desu" can't really be translated, but if it were to be it would come out something like what I had in parentheses above.

yea, but if you want to make it more informal then you can just say "anata ga suki", but be careful, saying this to a Japanese person of the opposite sex may not be a good idea if you are not that close yet.
