sometimes you say sorry because that seems to be just the most appropriate thing to do while when asking for an apology you are more sincere and you felt bad that you offended him/her,

The difference is who is in the wrong.
If I were to, say, borrow a sweater from you and ruin it, then I would say I was sorry to you for ruing it (as well as offer to replace it).
Now, say I was a rude person who borrowed that sweater ruin it, and my attitude was "oh well - it's not mine, no big deal", and just gave it back to you all messed up, then you would very likely ask me for an apology (as well as a new sweater...)
In short, one is where the person who committed the offense is showing remorse and asking for forgiveness, and the other is where the person who was offended is telling someone they should be showing remorse and asking for forgiveness.

When you ask for an apology, you want the other person to say sorry to YOU, making them wrong and you right. When YOU say you are sorry, you are saying YOU are wrong, and THEY are right.

when you are saying sorry, you apologise. and that you are certain that you are sorry for what you have done. but when you are asking for an apology, you are asking that person to forgive you. you are not too certain yet whether that person will forgive you or not.

Saying "sorry" is basicly saying "I regret this happened". An apology is basicly saying "I would like to ask for your forgivness".

When you ask for an apology, you say "please apologise to me."
When you apologise you say "Im sorry."
The most important thing, though, is that the person being apologised TO, forgives, and that the person saying Im sorry, is sincere.
