Don't listen to advice of random people on the Internet telling you how to deal with what was very traumatic as a child. This sort of trauma happening as a child can cause many different issues, from dissociation, phobia, post traumatic stress disorder, and numerous other potential issues. Understanding how to move forward in life and get past this sort of trauma is best handled by a professional, and is not something that a few sentences of advice without understanding your entire history is going to help, and could actually harm you and place you in emotional and physical danger. Look for a therapist or psychiatrist that you are comfortable with who is experienced in working with childhood trauma issues. Through talk therapy and other forms of therapy such as EMDR (Eye Movement Desensitization and Reprocessing) you will be able to work on this issue.

The bad news is: you may never completely get over it.

The good news is: you may be able to at least control the fear with a LOT of patience and time by entering the water, not alone, but with someone you know you can trust. Let them know what you're dealing with. Take your time, go slowly, and make light conversation to help distract yourself.

you could seek professional help from a therapist/counselor.

i've also heard of people who have severe phobias they want to overcome get hypnotised or go through 'hypnotherapy'. while it may sound like an unusual method, perhaps it would be one that could possibly work?
