well do you mean you talk in person 3 times a week? on the phone? online? if its on the phone, some people struggle to be able to find enough to talk or are just shy on the phone, same with in person. maybe its best to talk online for now where you can easily retreat for a few moments with a 'brb' at any time and get to know each other a little easier that way w/o the awkward silences that usually follow on the phone. that way when hes al ittle more comfortable with you hopefully phone/in person conversations will come along a little easier

three times a week? that's it? and still he is shy? he is shy regarding what? i had the same problem with my boyfriend soon i found out a way and then it worked. every time prior to the call i would prepare a list of things that i would discuss with him and prepare some open ended questions, i used to ask him funny questions like what would you do if this happens, how would you behave in xyz situation? he used to ask me the same questions in that way i would make him open up. he is not shy any more. it worked with me you try it out. best of luck.
