Sometimes when a teen starts to lose hair it can be caused by stress or depression or it may just be in her genes and skip a generation. You can go to the doctor and they will help you decide what to do but a lot of doctors put girls on birth control to help fix all the problems or w/e.

However, in a girl, it's very unusual.
It's sufficiently unusual to SEE A DOCTOR. It may be something relatively benign, or it could be deadly serious. Only a doctor can provide a valid answer to your question.

i've heard that sometimes stress can play a factor in hairloss, but i recommend seeking help from a medical professional to locate the cause of your sister's hair loss.
just as an idea... has she started using a new brand of shampoo, conditioner, etc? it could be an allergic reaction or it could be something else.
again, she should see a dr.
