why would it take longer to run more miles per mile because you get tired and slow down after awhile ? how long for a five mile run ?

Depends on who you ask. In the 20-29 year age group, if I remember correctly from my Navy days, it was considered an Outstanding score if you ran 1.5 miles in 8.5 minutes or less, and just Average/Satisfactory (read: Barely Passing Virtual Tub O'Lard) if you did it in 12:45 (being a typical American, you can guess which end of the acceptable spectrum I fell into). All I can say is that statistically, two thirds of all Americans (men and women) are overweight, and a solid (good word, that) one third are clinically obese. So the fact that you're interested in running faster suggests that a) you're already a runner to begin with, and thus b) you're well ahead of the average American anyway.

Generally speaking, I'd suggest abandoning comparisons between your performance and "everybody else," and focus on doing the best that you are capable of doing and striving to do better. You don't have to be a marathoner or triathlete to be in good shape, and you don't even have to be all that fast -- you just need to be fit and healthy. If you're not all that healthy or can't run fast, then walk briskly and work up to jogging after a few months. No shame in that -- at least you're doing something about it. Keep up the good work!

I don't know, but during my high school years we were required to run a mile under 12 minutes and boys under 8 minutes. However, I'd run my mile in 10 minutes.

Regarding your fatigue of muscles question, read up on lactic acid build up. Study the Kreb's cycle in a biology or physiology text.
