Without filing the proper US immigration forms, you will not have the appropriate documents to allow your son to enter the United States. You must contact the American Citizen Services representative at the US Embassy/Consulate/Sub-office that has jurisdiction:

• Mexico: Mexico City
• Mexico: Ciudad Juarez
• Mexico: Guadalajara
• Mexico: Hermosillo
• Mexico: Matamoros
• Mexico: Monterrey
• Mexico: Nuevo Laredo
• Mexico: Puerto Vallarta
• Mexico: Tijuana

You can start with the US Embassy in Mexico City:

Citizens Consular Services
Embassy of the United States of America
Paseo de la Reforma 305
Colonia Cuauhtemoc
06500 Mexico, D.F.

Telephones:
From Mexico:
Tel : (01-55) 5080-2000
Fax: (01-55) 5525-5040

International adoption is difficult and complex. This really is something you should have planned BEFORE you went through with this adoption. It is not uncommon for Americans to adopt someone overseas, and then learn that the child they adopted was not eligible to go to the US.

Here are the references for how to genuinely adopt a child in Mexico, and for how to petition for your son's US immigrant visa.

DO NOT trust any web site information on international adoptions that is not from the US government.

Don't you think you should have arranged this before you adopted? Check with the department of family services.
