Where is a good place to meet a nice girl and what are good conversation starters?

Nice girl? Mm...well, nerdy nice girls are probably in libraries, museums, science clubs, the usual. The normal ones at 20s' are at restaurants, bars, parties, and just because they're with a friend doesn't mean you can't apporach them. And now...for the wild kinds, those i recommend wild parties, and where there are drinks and drugs.
Convo starters are up to you man. There are way too many, and most of them don't work, unless you know at least a little about them. But of course, i recommend a good convo starter as just asking them two questions or so, then progress from those questions. Being funny is very important, mind you,

You can talk about the weather, current tv programmes, latest movies, and end off by asking her out for a drink. Good luck!
