There isn't much you can do to help your sister. She is going to have to want to stop drinking. I would suggest a counselor to talk to because it sounds as if there are past issues that are haunting your sister. Whatever the issues are, she needs to talk to someone about it. After she becomes okay with the past she will realize that she doesn't need to drink to forget the past and/or numb the pain from the past.

Without knowing the details I guess the only thing I can say is just try to be her support group. "AA" has a 12 step method while I don't have it here at my finger tips you could call your local chapter of "AA" and I am sure they would give you a copy and maybe some other helpful tip on how to help her. Just remember they have already been down that road.

if she starts to drink again,take her to the washroom and splash water on her face and slap her to wake her up...ask her to look herself in the mirror...tell her that ppl who care for her is worry about her....maybe she will realize it when she wake up in the morning.

Quit helping her use her past as an excuse......You cannot help by feeding into it.
