OF COURSE!! Especially if he has a sense of humor! I think he'd get the hint ;)

Definitely send him something funny, but you can find something funnier than that. A box wonderfully decorated with nothing on the inside except a card where you write: I enjoyed your gift to me last year so much, I thought I'd get the same thing for you this year." Some times, you really have to bring things to people's attention, and not so much to put them on notice, but to let them know that you noticed!

As a joke, maybe, if he has that kind of sense of humor and y'all have that type of poking fun relationship. If not, then maybe you shouldn't because he won't know how to take it and could find it offensive or think that you have bad feelings toward him. If it bothers you a lot that he doesn't get you gifts maybe you should talk to him about it or just stop buying him gifts.

A birthday gift is something that says "hey I thought about you on your birthday'' you should get your brother nothing more then a card.

It is rather passive agressive... and immature...
And i am not sure how it would be apropreate... if the purpose of giving a gift is to express fondness or garner good will...
But I guess if it brings you joy...
I am sure that the farmer gets a kick out of making more money from his manure than he does for his beef.

I'd say, "Bro, since you got me s-h-i-t last year, I thought I'd return the favor."
I say buy it!! That was the funniest thing I've seen in a long time! My brothers also forget my birthday. I might just get them this for them, too.
