First, Go to the control panel, Add remove programs, and remove what your not using anymore. Then Look through your files and find some that you don't need anymore. (if you have yahoo messenger set to save the conversations, open yahoo and delete the old messages) Look for two files with the same name, (One will say "COPY OF") (If you have outlook, clean out all the old emails) Then empty your recycle bin.
Go here and do step number two, (At least two of them) Ad-aware and spy bot, Are the two that I use and recommend.. remove whatever they find. This will take a some time depending on how big your Hard drive is.

Then Reboot your PC. Close everything that your not using, (lower right icons) including the Internet.
Then Scan Disk, (also will take about a half hour), Then you should be able to defrag, Could take up to three hours depending on how slow your pc is.

sometimes you can't defrag when you don't have either enough ram or enough hard disk space. I would recommend clearing up some space by deleting files and/or removing old programs. I'd also recommend disconnecting the computer from the internet so that any viruses which might be slowing it down won't send any informatino out.

Computer Slow
Download and then run startup.exe at:
http://www.mlin.net/startupcpl.shtml......
Can't live without it and windows...
Then disable and/or uninstall whatever u don't need.
Other things to try:
1 - Disk Cleanup (removal of temp files, cookies, etc.)
2 - Defrag
3 - Registry Cleanup (CAN BE VERY RISKY!)
Joe...

Down load diskeeper pro it is fast and it is the best defrag software on the market. The defrag that comes with your system is very slow and not very good as far as optimizing your files and defraging them. (DISKEEPER PRO)! Do a search and it will give you the website to down load it for free for 30 days, and it is well worth the money to buy it.

When you say "it will not do it", what do you mean? The program wont start? Or it starts but wont finish?
If you don't have enough free space on your computer, or if the disks have erros, Defrag.exe will not run. Try freeing up some disk space (delete files and unistall programs you don't need), and run Scan disk (Open MY COMPTER, Right clikc on C Drice, and selest TOOLS and ERROR CHECKING. then try to run it again.
The defragmentor in Windows 9x (Windows 95, 98 and ME) is way different than the the one in Windows NT (Windows NT, 2000, XP Home and Pro, Server 2003).
What Windows are you running, and what exactly is the problem you are having?

Windows XP/Vista:
Start>Programs>Accessories>System Tools> Defragmenter
Windows 3.x
Run Dialog Box> then type in "Defrag" (excluding quotation marks)
Windows 95,98,ME,2000,NT
Right before the Windows screen loads when you start your computer, begin to press F8.
At the boot menu, select "Safe Mode"
After Windows loads in safe mode (The colors may be off, and the window sizes may look strange as well) then click Start>Programs>Accessories>System Tools> Defragmenter
(All of these instructions can be done with Scandisk as well, by replacing the words "Defragmenter" and "Defrag" with "Scandisk"
Hope that helps you out!
(NOTICE: These instructions are THOROUGH! Not just no info at all)
fatec gave some GREAT advice as well.
the reason that Defragmenter will not start is probably because you have programs running. Therefor, I predict that you have Windows 98.

you may want to clean up your cache first and get rid of all your temporary files under the network and Internet connection and then do a disk clean up and then try defraging your system.
If that does not work you may need to purchase a spysweeper software and that will help as well.

windows needs a minimum 'free space' (open area on disk) to defrag. (this is where things get stored while their being collected and sorted) if you have an older/smaller 'c' drive you may be full and it has no space. in this case, remove any marginal items by delete &/or copy to cd then delete until you're at the minimum req. space. see microsoft tech for exact space req'd

Disk Defragmenter reorganizes your hard drive by sorting scattered fragments back together. Disk Defragmenter can make your system faster. Disk Defragmenter needs a good deal of space on the hard drive while it moves things around (15% of the spaced on the disk, according to Microsoft). Disk Defragmenter won't work if something else runs. Disk Defragmenter may not work if you are connected to the Internet.
Disk Defragmenter can run into problems. Here are the common trouble spots:
A. A malicious program running in the background could cause Disk Defragmenter to fail. Therefore, update and run your anti-virus and anti-spyware programs before running Disk Defragmenter. Also, remember Disk Defragmenter may not work if you are connected to the Internet.
B. The Defragmenter needs an error-free hard drive.
Disk Defragmenter will stop if it discovers errors on your hard drive. This could cause the Defragmenter to stop consistently at the same place and leave your hard drive only partially defragmented. Try checking your hard drive for errors. All versions of Windows include utilities to check the hard drive.
•In Windows 98: Click Start, Programs, Accessories, System Tools, ScanDisk. Select the hard drive from the list (usually drive C:). Select the “Thorough test” option to check your hard drive for errors and physical imperfections. Check “Automatically fix errors.” Click Start.
•In Windows XP: Click Start, My Computer; in Windows 2000: double-click the My Computer icon. In both systems, right-click the hard drive icon and select Properties. Select the Tools tab. In the Error-checking section, click the Check Now button. Select (check) the two boxes. Click Start and reboot.
C. The Defragmenter needs lots of space
A full or nearly full hard drive will interfere with Disk Defragmenter. Windows requires at least 15 percent of your hard drive free in order to complete the job of defragmenting your disk—less space will result in an incomplete defragmentation. If you do not have enough free space on your disk, Disk Defragmenter may stop in the same place each time you try to defragment.
Remember that hard drives on older computers are small by current standards (my first computer had a 6 GB hard drive).
Consider using Disk Cleanup to free some hard drive space.
D. If Disk Defragmenter still does not work, try running it in Safe Mode—this loads only essential drivers and Windows files.
To get into Safe Mode, shut down your computer. Wait 10-15 seconds. Boot up again, tapping the F8 key during boot up. This will cause the boot up process to stop, displaying a menu of startup options. (If you don’t get the menu, reboot and try again.) Highlight Safe Mode and press the Enter key. The menu in Safe Mode will look odd because only a minimum of drivers and other programs are started with Windows. Then try running Disk Defragmenter in Safe Mode.
E. At this point, if Disk Defragmenter still doesn’t work, you may have spyware or a virus that is starting in Safe Mode making Disk Defragmenter stop.
Check the Task Manager on your machine.
Boot into Windows and open the Windows Task Manager by pressing Ctrl+Alt+Del.
A list of files will be displayed. This list also includes necessary Windows files. You don’t want to disable them. Here are the files that you should leave alone:
csrss.exe
dllhost.exe
explorer.exe
kernel32.dll
lsass.exe
msgsrv32.exe
mstask.exe
services.exe
svchost.exe
taskmon.exe
Malware may be included. To mislead you, they may have innocent sounding names. Non-essential programs should be shut down.
If you find anti-virus, anti-spyware and firewall files there, shut them down. To stop a process, click it once to highlight it and then click End Task.
You can then reboot, enter Safe Mode and try to run Disk Defragmenter.
