The Ohio University Marching 110 are simply incredible for show-style marching. Great energy, and very different from the majority of college 'walking' bands. Their style used to be very common.
For corps style, the JSU Marching Southerners are pretty formidable as well.

As you can see from the answers, this is a controversial question, fraught with loyalty issues, and many different opinions on what aspects of a marching band's performances are most valued. One "official" measure of "the best college marching band" is the Sudler Trophy, given annually to one college band. The most recent winner of that award is the University of Arkansas.
A few points to remember when thinking about this issue:
1. Bigger is not always better, although it often looks better on a football field or in a parade (76 trombones, etc.).
2. Discipline and accuracy of drill are highly valued and are also more impressive as the size of the band increases.
3. Auxiliary groups, such as color guard, drill team, and majorettes, can easily make or break the performance all on their own.
4. People are perhaps too easily impressed by a band with one or two trumpet players that can play in the stratosphere. A good ensemble that plays with a focused and blended sound and plays in tune will always sound louder, fuller, and better than a group with only a few star players that carry the group. And a 50-piece band that plays in tune always sounds better than a 200-piece band that does not.

University of Southern California's Trojan Marching Band, followed by University of Michigan and U of Illinois. I've watched them perform several times, and every single time, they take me into a different world completely. Best marching band in the universe!

Definitely the University of Illinois (U of I). I must agree that Notre Dame fight song is awesome, but U of I's music AND marching FAR surpass that of Notre Dame. U of I's entry march is AWESOME, their entire sousaphone section does a bunny hop, and EVERY single one is in step and every hop is in sync. Seeing the U of I band sends chills running down your spine!
