etc:from qin dynasty change to zhou dynasty.....why did it change???

Way too many resources spent on defending against the the Mongols. Crazy horseback raiders that invented the ladder and then everything just got stupid after that.

Firstly, there are corruption among the officials working for the government.
Secondly, the government didn't take care of the citizen in times of crisis
Thirdly, when every dynasty changes there bound to be people who opposed the goverment

- Internal conflict between ministers, empress, dowager, generals
- Emperor who lacked foresight and insight
- Wrong use of power
- Lack of sympathy for people
- Lack of quality ministers and officials
- Lack of good successors
- Different schools of thought and governance
- Failure to unify military, government and civilians
- Weak and unmotivated military
- Inflexible and bureaucratic system and rules
- Arrogance. thinking the world is at their feet.
- Failure to watch out for other major powers

Government forced abortions of more than 2 children per family and to this day baby girls are drowned by their mothers.

It's hardly in decline now... forced measures didn't really work... now the tax laws and removal of *livelihood does it...
