First, are you a responsible person? If so, tell mom of what you would like to do. Make up a schedule of the things you plan to do during your sleepover-in writing. Promise that you and your guests will be remember to be quiet during the times while she and others in the household need to get some sleep. Then, make sure she understands you take full responsibility for the cleaning up of the house after the party. Finally, if she agrees, DO WHAT YOU SAY YOU WILL DO. Then, next time you want to do something like this again, she will remember how you handled this time and she will have a more favorable answer for you. Good Luck!!!

You don't try to persuade your parents. It shows you are irresponsible, immature and selfish. Instead, you earn the privilege of having a sleepover.
When having a sleepover don't pretend you are at some resort where your parents must cook, serve and do the laundry for you. It is your sleepover. You should do the work. If you can show that you can handle 2 people then 4 people then 8 people then maybe they will let you have 13 people over someday.
13 people really is a lot. Maybe you should have a picnic instead of a sleepover for that many people.
Save sleepovers for just your closest friends. You don't want to have a big sleepover get out of control and have your parents put a stop to any future sleepovers, do you?

Promise that:
1. You'll cook and CLEAN for yourselves.
2. Be QUIET when they're trying to sleep.
3. Won't BREAK anything
4. Will wash and wax their cars...(w/ 13 people this'll take like 15 min)
5. Won't ask again for a YEAR if promises 1-4 are broken.

Of course it should not be at your parents expense, so offer to help with the cost of providing food and drinks for that many people.
Don't argue about the rules. Make sure your guests respect your parents home. Help clean up any mess. Maybe they'll even let you have another.

You must earn their trust first. Assure your parents that your friends are good and can be trusted. If you are going to party or have a group study in your own house or will make a group project then I think your parents would say YES because you are in your home and they won't worry rather than you are the one who would sleep at your friend's home, right?

Be good. Earn the privelege first. And then consider inviting less people because 13 is just too many people for your parents to handle....unless you have a huge house, but still that is way too many people nonetheless.

say, "mom can i have a sleepover?" Then explain who you want to come how many people and most parents will say yes.

the reason why she would not want it is b/c she wouldn't want to deal w/the crazyness or the mess. She may also not trust some of the kids. The best way to go is tell her that she can talk to all the parents if she wants.
