Depends where you are. Here in L.A theres Alvera Street. Basically its the Hispanic Culture area. Like little tokoyo and all that. Try a place like that or if theres a place that specializes in pinatas. they can make it for you! Try looking thru the yellow pages.

We have a pinata store here in Austin, TX that makes them special order for you if you bring in a picture of what you want.
