Hahaha.....this is actually not "Chinese" Chinese
it's been used in Taiwan and this is a cute way for girls to give others comfort.
"秀秀" (xiu xiu) is not a girl's name but means something like "let me cherish you" or "let me give you comfort" in Taiwanese
"呼呼" (hu hu) should not mean anything literally but the sound in Taiwanese means "to caress". Usually for a mother to her child who might have some scratches on him/her and about to cry.
anyway, if a girl says this to you, she sympathizes with the bad thing that's happening to you ......in a really cute way...(like saying "poor boy, let mommy take a look at you!!")

Only Mandarin speakers with some knowledge of Taiwanese will get this. Xiu Xiu is NOT a nickname. It's an attempt to substitute a character pronounced 'Xiu' in Mandarin for a Taiwanese word pronounced Xiu, which means to cherish. (In Mandarin this word is pronounced Teng, completely different.) "Xiu. . ,.xiu . . . is exactly what you say to soothe a crying baby in Taiwan. (Xiu xiu is pronounced "Shyo shyo".

This is written in traditional Chinese characters predominantly used in Taiwan. It is also used in other part of the world in combination with the Simplified Chinese characters (used in China).
Like one of your participants said, it means "Come over, Come over.....XiuXiu (a girl's name in a familiar form).
I am not sure about the third phrase.

Means calling the person, Xiu Xiu, to come here. Hoo Hoo Woh means the person is sobbing... The sound of sobbing or just acting cute... Like baby words =)
