Lasers work, but usually better on darker hair, since the laser works best on the pigments. Electrolysis works, and I believe is the only "permanent" hair removal out there. If it's not much hair, and depending on where it is, you can have it waxed, and over time it will grow back in thinner and finer.

You could try electrolysis or laser therapy. Check with a dermatologist or euthestician for these services
