Remember: dogs are not born knowing they go potty outside, not on your rug.
Crate train and when she is not in her crate watch her every second. Dogs go through a routine before they eliminate, some sniff, some circle... when you see that pick her up and run outside and say hurry up (whatever you want the cue to be). If she goes outside, praise her ton. Not just a "good dog", throw a party, run around in circles, give her a piece of cooked hotdog.
Obviously you must take her outside often, I would say every hour, but dogs must go after they eat sleep and exercise. Take her out, say hurry up, when she goes praise and go inside.
If you take your eyes off of her and she goes and you don't see her doing it, that is your fault, do not punish her because she will not know why she is in trouble. If you catch her in the act, make a loud noise to stop her and rush her outside. Praise her after she goes. Don’t smack her if she pees in the house, she may just try to hold it forever and develop bladder problems, something you really don’t want. When she does have an accident, be sure to clean it up with natures miracle or somthing made specificly for urine stains or she will go back to that spot to eliminate again.
I cannot tell you how helpful a crate has been in housebreaking my puppy. He has never had an accident in his crate and when I get him out of his crate we go directly outside (I carry him) and he pees.
I do not recommend pee pads or paper training. When you use pee pads, you are teaching your dog to go potty in your house. I don’t know about you, but I don’t want my dog peeing anywhere in my house, pee pad or no pee pad.

Edit- Check the links on crate training. If the crate is too big than the dog will use one side to poo in and the other to sleep in. It sounds like your dog has sadly gotten used to pooing in his crate which is going to make things alot harder. Just get a divider for your crate and make it big enough for the dog to lay down but no bigger and try what I posted already, Hope it works!

It's all about routine, and patience. You've got to be watchful and notice when he seems like he wants to go. Take him out to the same spot every time.
If you put newspaper down by the door it'll help mitigate the inevitable accidents. First use a lot of paper and gradually remove some until you have him trained to go to the door.
It's not going to happen over night! Rewards work better than punishment. Be ready to clean up his messes and using a scolding voice and posture is okay, but in general, hitting the dog is more harmful than helpful.
Check around for a good obedience school. Do you get the Penny Saver, there's always a couple of ads for inexpensive obedience schools in there.

If she is pooping in her cage, she is being left in the cage too long. The cage is a training tool, used to teach a dog to "hold it" until it can be let out. Puppies have to go out a LOT. When they first wake up, after eating, after playing, before bedtime, etc. Be patient and read some good info on the web or books on crate training and housebreaking. Dachshunds are a little difficult because they are hounds. She is still a baby, so don't get mad at her. DO NOT HIT HER ON THE NOSE! PUNISHMENT DOESN'T WORK WITH HOUSEBREAKING!!!

dashunds are probably the most known for being the dog to eat its own poop -
crate training is generally the best way to train any dog
remove all food at least 4 hours before bed time and make sure dog gets out before bed (no water 2 hours before bed) the crate needs to be small.
You need to be consistant - let pup out first thing in am and go with and have treats for instant reward (soft treats like rollover) usually dogs pee first then in and eat then out to run and poop - running stimulates the bowls.... then in and keep on leash so as soon as he starts getting ready to pee or poop you can go back out - you must go out with the pup
put in crate at night or when you are away or too busy to watch properly.
feed a good quality food (chicken meal or lamb meal or turkey meal as first ingredient) all foods from grocery or wal mart have too much filler so you feed more and get more poops

i trained 6 pups this way it takes a lot of patience , i placed newspaper in different areas of apt when i caught them doing anything on the floor i would pick them up and put them on the paper , never rub their faces in it cause it doesnt work and it is cruel. and dont say bad doggy , just keep taking pup to paper , it may take weeks, also take puppy out for little walks after it eats .you can also buy puppy training pads that carry a scent that only dogs smell . once they get to know wnat the paper is for you should always praise them and give them a little treat. remember puppies are just like little babies they have no control

Go with cage training
also - take away water right after dinner
rewards are very important in the beginning
two fingers across the nose lets her know she did wrong, it hurts her pride more than it hurts her
when she is in the cage, she is going to bark alot at first, always let her out the first thing when you get home
good luck

if you have a crate you should crate him when your not home . he is the same age i got my lab . he may whine alittle but thats ok . when you are home , you need to take him out about every 20 mins , hes a puppy hes got to go . after a while he will be on a routine. and as he gets older wont need to go as much. try not to feed or water after 7 and take out right before you go to bed. my dog is 2 yrs now and doesnt go in the house .
