No. When cats are allowed to roam they quickly return to a wild like state. They run from humans and live in nearby bushes.
These wild cats that once were tame are now called ferrel cats. Regardless of gender, breed, size or color these wild cats are now called ferrel cats.

If by 'ferrel' you mean, feral, that isn't a breed, it's a term applied to any kind of housecat which lives a wild life, apart from people.

Even housecats that live in so-called 'feral colonies' who do have some exposure to the people who feed them and doctor them, are considered fairly 'wild' and thus are labeled feral.

I have also heard the term applied to any housecat which can NOT be tamed, at all, and refuses to be near humans, is terrified of them, is dangerous towards them, etc. Even kitties who are carefully raised indoors will sometimes turn out this way, despite loving care. They are very difficult, to say the least.

Feral does not alway's mean wild, but these are Cats that have not had alot of human contact Or they could be strays or abandonded, there are alot of rescue groups that try and TNR (Trap, Nueter,Release, the feral cats witch has become a huge problem, I myself have rescued 16 all together and I have 6 that I kept, with time and patience they can make sweet loving pets.

No, but a feral cat is a cat born in the wild and having never been domesticated. Sometimes house cats released into the wild are incorrectly called feral.
