you'll just have to look on the streets, it does exist, however you need to make sure you don't see the MUNI meter & read the signs so your car doesn't accidentally get towed or ticketed. You don't want that. Central Park West or any nice off street will do.

You can probably find parking under the FDR along the East River by South Street Seaport. Also I've parked in the lot in front of the small hotel, right by the seaport, and ignored the sign regarding time limit (only for the brave fool).
And you might park at the Pathmark Supermarket's lot (north of seaport; Grand Street exit off FDR Drive). I never did that, but there's likely to be time limit too. I've done this on Martha's Vineyard, ignoring the time limit notice. (Just been lucky about that, I'm sure.)

On Saturdays, its pretty hard to find street parking, because of all the loading zones and spaces reserved for government employees.
Sunday is a different story.
West of City Hall...Murray St. Barclay St, Park Pl....street parking is permitted on SUNDAYs. Its free. But the blocks fill up pretty quickly and it gets hard to find a space after around 10:00 am.
South of the World Trade Center is more difficult at all times because most of the streets do not allow street parking at all.
