I work at a booth where a lot of people barely speak English at all or at least in front of me they barely speak English.
It has been my experience that the Spanish are the worst BUT there are other groups ( I think Russian or Ukrainian ) that also don't speak English around the vendors.
I wish that I spoke these other languages and there are several from Spanish , Russian / Ukrainian , Chinese , Vietnamese , other oriental ,
I think part of it is that they are comfortable with the other language
and
part of it is they do not want you to know what they are saying.
Why are there so many different languages? There are over 100 different languages. Even places that are very close to each other and sound a lot a like like Dutch and German or German and Austrian are different . Why ? I am probably wrong but I believe it is because each group wants to be exclusive and bar others from joining the group unless they know the " secret hand shake " which in this case is the language spoken.

Go live in a foreign country that you never studied the language before. Try your best to pick up that language (I believe you do well and try your hardest), but you never quite get close to mastering it like your mother tongue. Imagine that you never encounter someone who speaks English (of course, that's a stretch rationally in today's world, but for many other languages, it is not). One day, you actually encounter someone who speaks English. Imagine how relaxing and enjoyable it will be to finally be able to engage in a deep conversation with someone. I know this is an extreme answer, but most of us English speakers really don't understand.

Maybe it is because the people that are intelligent enough to know a foreign language are proud of it. It is not their fault we only know english. Now and days everyone should learn how to speak a foreign language and knowing a second language is now a requirement to graduate from some colleges.

Everyone has the right to speak their own language! Plus, who doesn't speak Spanish these days? Only ignorant Americans who can't even speak English well...

Really cultured speakers of Spanish will translate for the English speaker, so that person can be in on the converation. I daresay there are people who are offended by non-English language speakers but like it or not its a global village and there will be many occasions when this happens. Get over it.

These People THINK They Can Win By DEFIANCE
We Are 300 Million American Citizens
20 Million Plus Their Support Group (Another 10 Million)
THINK That By DEFYING Us That We Will SUBMIT
To Their WEAK Demands For Amnesty
And Further Still
They THINK We Will Concede Our Country To Them
I Say HA

You Can Be As Defiant As You Want
You Will NOT Take Our Nation
Not One State
Not One County
You Can Have It When Youve Successfully DEFIED
ALL 300 MILLION Of Us

If you are looking at their profile, they may have asked a question in another language in another Yahoo Answers. For example I asked a spanish question (according to Yahoo Mexico guidelines) in Yahoo Answers Mexico. Then someone answering my other questions in Yahoo Answers America reported me. My question was deleted even though I was obeying the rules!! All the countries' questions show up on all the profiles! As for the previous guy, I dont know why he asked the question in Yahoo America, since he should know that it is against guidelines.

Beause it's what they know.
Just remember, this country wasn't built by people who only spoke English. Our roots reach across all cultures and languages, not to mention the cultures and languages we've already distroyed.
This is why I'll never support an "official" language in this country.

I have noticed that a LOT of mexican people know English, but just PRETEND to not understand us!!! WHY. i don't know, but i know they do this!!!
My husband worked with a mexican guy several years ago,and he REALLY respected this guy!! Several of the other mexican guys woud be talking in spanish at break time, and would just CONTINUE to do so, even if anyone else walked in. Well, this other guy, told them to speak ENGLISH,while others were in the room, because it was RUDE of them to be speaking spanish with others around!! As i said,my husband really respected and appreciated this guy!! (And no,they were NOT illegal and could speak and understand English as good as everyone else!!)

We all speak in the language that we understand and in which we feel most comfortable. It is no different for people of other lands. I have walked the streets of New York City and have heard many , many different languages being spoken on the sidewalks and streets. No one is trying to exclude you from their conversation. Please don't be offended.
