umm.. shutting down the pc improperly may be harmful to your pc's performance and stuff right?

you may. Just reload your Operating system and save your current stuff.See what happens before you format.

You can press crtl+alt+delete and select Shut Down from there to turn off the computer.

Assuming Windows XP....
Before formatting the hard drive, I would put the XP CD in your CD drive and boot the computer off it.
After you do the "F8 " to agree, you are prompted with a choice whether to format the hard drive, or leave it as it is. If you "leave as is" it will reinstall XP without deleting everything. That may solve the problem.

it could be a virus but you can use control+alt+del and click shutdown and turn off there until you find your problem

It may be a problem of hardware also, better you check RAM and then MOTHERBOARD
